Electoral Observation: A Tool for Democratization and Peace in Latin America

Formal electoral observation by credentialed international groups began in Latin America with the controversial but clean Nicaraguan election of 1984. The results of these efforts were studiously ignored by the mainstream press in the US. Since then, many dozens of elections in the region have undergone close international scrutiny, more sophisticated technology of observation has been developed, and new entities have become involved. Now, international observation can no longer be ignored in the US, even when US "enemies such as Hugo Chavez and Daniel Ortega are the victors. In addition to keeping the record straight throughout the world, international observation serves to reassure voters that the world is watching and to preserve peace throughout and following tense electoral contests.

"Gone is loosely based on an episode of An American Family, a PBS series from the early 1970s that included one of the first openly gay characters on television-and foreshadowed the development and appeal of reality TV. Cecilia Dougherty's project also explores the complexities of family life, queer identity, and community, but inserts contemporary artists and writers (including Amy Sillman and Laurie Weeks) into the narrative. The video includes music by Le Tigre and Mike Iveson and was completed during a residency in the Art & Tech post-production studios in 2001. Dougherty lives and works in New York City and teaches at the Milton Avery Graduate School of the Arts at Bard College. (37 mins., video)" (www.wexarts.org)
